AMP8 represents a significant period of investment across the UK water sector.

But investment alone does not guarantee better infrastructure.

  • deformation;
  • poor or defective connections;
  • deposits and obstructions;
  • areas requiring cleaning or further investigation; and
  • changes in condition over time.

The value of the inspection comes from whether that evidence is clear enough to support the decision that follows.

The decision still has a cost

Once a condition has been identified, somebody needs to decide what to do about it.

Is the appropriate response:

  • repair;
  • replacement;
  • cleaning;
  • rehabilitation;
  • monitoring;
  • further investigation; or
  • no immediate intervention?

Every one of those decisions has a cost.

That is why poor inspection evidence can become expensive.

If the information is incomplete, unclear or unable to show the relevant part of the asset properly, money can be spent in the wrong place.

It can also result in repeat visits, additional surveys, unnecessary disruption and uncertainty later in the project.

Inspection should be part of asset management, not just emergency response

CCTV inspection is often associated with something having already gone wrong.

A blockage occurs, a pipe stops performing correctly or a customer reports a problem, so somebody investigates.

That reactive role will always exist.

But inspection can also form part of a more proactive approach to asset management.

Understanding condition before failure can help asset owners prioritise work, plan maintenance and build a stronger picture of where intervention is most needed.

That becomes particularly important when large investment programmes require decisions to be made across extensive networks.

Why the quality of CCTV footage matters

Not all CCTV inspection evidence is equally useful.

A camera may technically have travelled through the pipe, but that does not necessarily mean the resulting footage provides enough information to support a confident assessment.

Image clarity matters.

Camera control matters.

Lighting matters.

The ability to reach the required inspection distance matters.

And where a defect or connection needs closer examination, the ability to position and control the camera can matter considerably.

If important features cannot be seen clearly, the value of the inspection is reduced regardless of how quickly the survey was completed.

Choosing the inspection method around the asset

There is no single camera system that suits every underground asset.

Small diameter drainage and relatively short runs may be best suited to a compact push camera system.

Longer distances and larger pipelines may require powered crawler inspection.

Some applications only require a clear forward-facing axial view.

Others benefit from pan-and-tilt capability so that joints, laterals, connections and suspected defects can be examined more closely.

The inspection method should therefore be selected around the asset and the information required rather than simply around whichever equipment happens to be available.

Good data starts with good field information

Asset management systems and reporting platforms can organise large amounts of information.

But the quality of any database ultimately depends on the quality of the information going into it.

If the original inspection evidence is poor, adding it to a more sophisticated system does not make the underlying evidence better.

That is why the field inspection remains such an important part of the process.

Better inspection can support better prioritisation

One of the difficult parts of managing a large underground network is deciding which assets require attention first.
